What is Flash
Here is some information about flash. Flash video is a container file format used to deliver video over the Internet using Adobe Flash Player (initially produced by Macromedia) versions 6. Flash Video content may also be embedded within SWF files. There are two different video file formats defined by Adobe Systems and supported in Adobe Flash Player: FLV and F4V. The audio and video data within FLV files are encoded in the same way as they are within SWF files. The latter F4V file format is based on the ISO base media file format and is supported starting with Flash Player 9 update 3.
What is H.264
H.264 video is a standard for video compression, and is equivalent to MPEG-4 Part 10, or MPEG-4 AVC (for Advanced Video Coding). The final drafting work on the first version of the standard was completed in May 2003. As of 2008, H.264 video is the latest block-oriented motion-compensation-based codec standard developed by VCEG together with the ISO/IEC MPEG. Apple has official adopted H.264 as the format for QuickTime. It is also one of the formats chosen to be supported by both high definition DVD standards, and is destined to be the future standard format for Blu-ray.
